Seymour to Cardwell, No. 49

I trust that I may be permitted, with reference to my despatch No. 37 of the 9th instant, stating how we have dealt with the insurrection of the Chilicoten Indians, to forward copy of a proclamation issued by the Governor of Colorado Territory under somewhat similar circumstances.

2. You will allow me to state that in doing so, it is not my wish to draw any comparison or contrast, but merely to point out the difficulties that white men may have to encounter in this part of the world.
