Sir,
[...] Very few Immigrants applied for free grants of land [...] they were not in possession of sufficient means to maintain themselves and families until the could get a crop from the land, and Immigrants of, small capital generally, and I think wisely, preferred purchasing partially improved farms in more settled parts of the Province to going upon wild land.
