To his Excellency the administrator of the Government in Canada

The Municipal Council of Huron and Bruce has instructed me to submit for your Excellency’s consideration the following facts.
In the month of June last a most brutal murder was committed in the Township of Biddulph [...] The Murderer Donelly has since eluded justice although efforts has been made to arrest him yet such is the state of society in his nieghbourhood that as soon as the officers of Justice approach he is opposed thereof and hetherto has escaped.
The Municpal Council aforesaid offers reward for the apprehension of Donnelly, which will appear by the accompanying advertisment.
It is hoped that your Excellency in Council will be pleased to offer an additional reward in order if possible that justice may be done.

REWARDS!!
The Municipal County Council of the United Counties of Huron and Bruce, offer a reward of $400 for the apprehension and delivery in the County Gaol, Goderick, of JAMES DONNELLY of the Township of Biddulph in the County of Huron, accused of murdering Patrick Farrel of the same place, on Thursday the 25th day of June, 1857. A further reward of $100 is also offered to any person giving such information as will lead to the conviction of the person or persons harbouring the said James Donnelly.
