He asked members of the congregation to sign to indicate their committment to ending crime. The top of the oath reads: "We the undersigned Roman Catholics of St. Patrick's of Biddulph solemnly pledge ourselves to aid our spiritual director and Parish priest in the discovery and putting down of crime in our mission. While we at the same time protest as Irishmen and as Catholics against any interference with him in the legitimate discharge of his spiritual duties." Many believe there is a link between this association and the infamous Vigilance Committee.
