Dear Sir,
There was a conviction quashed by Mr Justice Rose, of Salvation Army people, for beating drums & singing in the streets. If they obstruct the side walks, they will be much liable as other people, & if there is a suitable by-law, they can be convicted under it. But it must be an actual obstruction, amounting to public not private or incovenience & nuisance. [...]
